How often do electric companies buy natural gas to run the plants?

Does anyone know? I complained about my power bill a few weeks ago and was told that even if the price of natural gas were to drop to like $1/barrel that it would take months to reflect on my bill. Is there any truth to that? I feel that the fuel charge is the biggest scam ever. I don't even know how they get away with it!
