An 1.5 years old kid wet the floor of the bus, who should be blamed for it?

Sevral days ago a young couple carried theiry 1.5 years old kid on bus. The kid couldn't wait but to wet the floor of the bus. Several passenger complained. Then the young mother cleaned the floor with tears.
Who should be blamed? The baby is innocent. Should be the young couple because they had not prepared diapers? Should be the passenger who complain becouse they should be considerate? Or should be the government who should offer more public facilities?

Great topic. No one is to be blamed. It was an accident. They may have diapers but it may have been difficult to get to them. Or the baby may have been mostly potty trained so maybe wasn't in diapers anyore but had an accident. My nieces and nephews were all trained before nine months as was my husband. My baby is a typical American baby and is taking his time, he's one and not trained yet.

Well it certainly isn't the child's fault. The parents probably should have made sure the child is wearing a decent diaper I guess. But they did good in cleaning it up. No one should've complained, especially since the parents cleaned it up.

Well, of course nobody should be blamed as it's nobody's fault. Young kids do this sometimes, and accidents like this really can't be prevented. The couple may or may not have put her in a diaper. And even if they did, then diapers leak sometimes. And like somebody else pointed out, even if the child is potty trained, it's still normal to have an accident like this every so often. I can't really see how the government can be blamed for this; it's not normal to have toilets in buses (at least where I come from!) The passenger shouldn't have complained; they obviously don't know too much about kids - and what's the point of complaining about such a silly thing anyway? Poor mum.

It really shouldn't have been made into such a big deal. Accidents happen. Anyone who has children knows this well. For those who complained, they should be ashamed of themselves. It's good the mother cleaned it up by why the tears? She shouldn't have been embarrassed.
