Is jewelry-making an art form or a craft?

it is a craft but it is one of those crafts that you have to have a little artistic flair to see what stones or gems or whatever look good, I used to make charm jewellery and unless you stick to the one type you are taught you have to have that artistic thing goin on to make different creations..
