I rarely use a dictionary. When I do, it is usually in the scope of helping my kids with their homework. I have a pretty good command of the English language and a pretty good vocabulary. In addition to that with the aid of Microsoft Word spellcheck, I rarely have to look up the spelling of a word. Also, since I am usually on a computer when I write, I use free on-line dictionaries if I question my use of a word.
The only other time I use a dictionary is when I am reading. Some authors use words that I am not that familiar with. I will utilize a dictionary when I come across a word I don't know while reading. I like to get the correct meaning of a word to make sure I understand what the author is saying.

Dictionary is very useful. I always use that to widen my vocabulary. I believe that is needful because English is not my first language and therefore I must always do the necessary steps to enhance my English skill. It's a good thing there is Dictionary in the computer. It helps me to easily to the online Dictionary whenever I need help.
