Some people abandon their abnormal family members -can you blame them?

I keep wondering why new faces of insane people would suddenly appear wandering in our streets. Yesterday, I saw another one again -a new addition to these mentally-infirmed people in our place. It's a woman who seems to be in her 40s and could not speak our local dialect. I recognized her dialect to be from another province. It occurs to me that these people are obviously incapable to come in our place on their own. I believe that somebody or even family members have intentionally brought them here. But why would her family abandoned her? How would you react to this?

I WOULD PANIC IF I WERE HERE I WOULDNT KNOW WHAT TO DO AT THAT MOMENT IN TIME........
it would also feel akward..I would probaly stand there hesitating for about 3 hours and then start over reacting..

Well, that's probably for normal people. But these people I'm referring to who suddenly appear in our streets are mentally-illed and they don't seem to care about where they are.
