On the term "Innocent Victim"

I remeber people talking about innocent victims during the Ryan White years, and I think to myself the term is so terrible in that it makes the case that some people deserve to suffer from this terrible disease. I also heard the term in recent weeks, which causes me to believe that some think other deserve such punishment.

There are countless innocent victims. Most of the victims in accidents and disasters lately are innocent people. They are just unlucky enough to have been struck with such situation. I sympathize with them really as much as I long for their justice.
