How can they get away with it and how will it work? Can they really force into buying packages of websites, like they do with television channels? Will we be able to choose which websites we want? How many will we be allowed? Will they all be certain packages? What happens to my earnings on all the other websites I've been making income from?

What's the issue here?
Is it bandwidth or storage space or what?

I think it's just a way to try and police the internet. It could help them with copyright issues, viruses, hackers, etc. I know that here in UK ISP's are now sending out letters to all internet users to warn them about music copyright piracy and eventually if anyone is caught downloading illegally they will receive a warning letter and if they continue to download their internet connection will be cut off.

The big cable and communications companies would love to limit your access to internet, and some are already doing it. Comcast has been caught more than once throttling and blocking traffic to sites that they don't like. We already pay fees to access the internet via dialup and broadband of one kind or another. If those companies had their way, only those web sites that could pay huge fees to the cable companies would be able to exist.
