If there's a girl who stares at me i just cant resist to stare or look especially if she's cute and pretty.

It depends on many things.
1. If the girl is really pretty.
2. If I am accompanies by my wife.
3. If there are others watching me looking at her.

yes it really depends on a lot of things there are some girls who really love to stare just to get notice by us.
