Yes you cna improve your new language skills by chatting since it forces you to type in the other language. Also try read the daily newspapers in that language, reading books in that language and it would eb great if you can actually speak to a few people who speak the language so that you cna also speak it correctly.

Most definitely. To type the words you have to think them in your head extra hard so the chances of memory retention are very high. We all learn in different ways and using a new language in a chat scenario also adds a visual component as well as being very proactive compared to just reading alone. The ideal scenario is to have the chance to speak the language in a real environment but this is of course not always possible!

It can go both ways. It will help you learn words and sentence structure, but the not everyone on the internet uses proper English or (proper usage in any language) especially when they chat. So yes it will help, but you should also practice correct sentence structure, etc.
