You mentioned forums in your post, so you may already be doing this but create a signature. Many online message boards allow you to do so and that signature will appear at the bottom of each of your posts. Create a link to your website or blog. It is best if you target forums that are in line with your website. For example, if you have a website about making money online, you could visit message boards for work-at-home parents, and so forth. I have also seen success with article directories. Write an article that is sort of related to the topic of your website. Towards the end, you can create a link. That will help to generate traffic. Also, most directories allow others to use your article, provided all links are left in tact, so there is a lot of possiblity of getting your website or blog seen. The best way to get traffic is to use SEO (search engine optomization) to your advantage. You can find a free keyword tracker program online and search with a phrase that is related to your website. For example, with work-at-home, you will see that people are searching with the phrases "work-at-home jobs," "work-at-home opportunties," "work-at-home scams," and so forth. By incorpating these phrases into your website, the search engines should pick up your site, resulting in more traffic.
