Just for fun, why do you think he wore his underwear over his suit?
for me, i think Superman got all mixed up in that telephone booth and since he always hurries to save the day, he didn't notice that he was wearing his clothes the wrong way.:)

He's also a newcomer in this planet and my be doesn't know yet our traditions. May be his x'ray vision goes too deep and underwear is just not visible to him unless is worn on top of outer clothes.
