What would happen if a queen gives birth to a pair siamese twins? who gonna be the king???

In Ancient such tricky questions seemed never happened.
But I think if it happened, maybe the first baby of the twins comes out should be the king. He is the Elder brother.
But their parents love the little one, some time it can grow up to be a king.
