You can get good quality all in one machines (printer, scanner, copier). If you want to print a lot of pictures you should get one that is capable of printing out high quality pictures. You should be able to find one for under $200. But if you want to make it a business, you may have to pay more for a really good one.
That said, I don't think it's a good business idea. Too many people use their own printer nowadays to print out the pictures they take. Cellphone pictures are not always of high quality, if they are printed unless you have a more expensive phone with high megapixel capabilities. Think about how much you would have to charge to print those pictures. Then think about how many prints you would have to sell in order to even make a profit. Lastly, think about how many pictures you personally would get from a stranger charging the price you need to set... How many people do you think would come and order half of that? How many do you need?
Do the math. Then you know, if this is a good business idea...
I don't want to rain on your parade, but personally I think you'll incur debt but most likely will not draw a profit out of this..

I don't understand what kind of photo copier you have in mind, or what sort of business you want to set up. Digital Photo booths are sometimes available second hand (lots of thee businesses go broke every year), but they are not really suitable as a home based business; photo copiers can be bought for a few hubdred dollars, and all-in-one photo scanner/printer/copiers cost as little as $50, but the inmks/toner/paper is expensive.

If you want the big photo copier I think it costs half a million. Like the ones you see on photo studios at malls. But there is one that I think only costs around $150. It's small and lightweight but not actually made for business. It uses cellphones' memory cards in order to copy the pictures.
My sister has one of those but its more of a personal use. And from what I know, the photo paper use is whats expensive. I think they bought it a computer store.
You can try searching it on the net. Or at ebay. I think items are more cheaper at ebay.
