| |  For 2 D animation the simplest to use would be flash animation.
For 3 D animation i would use blender which is free, also there is Maya which is used by a lot of animation studios expensive. Other options exist but generally expensive. Animation takes a lot of time effort and in the case of blender computing power to get the scenes rendered.
