A different toilet paper question

OK, we've seen the over/under discussion a million times, but this is a bit different. When you are in a public restroom, sometimes the TP holder has a "spare" roll in it so that if one runs out, the other one can be used.
Now, sometiems the spare is just on the top of the tank and you have to put it in the holder or just put it back when you are done. So, in this case, do you put it in the holder the correct way or do you just put it on top?
Then there are the ones where the spare roll comes down out of hiding when the first roll is empty. I like those because you don't have to do anything to them, it just happens.
Here in our office building, we have this kind where the roll is to the side and you slide over this door to get to the spare. Now, you can't slide over the door until the first roll is empty because the door slides into the space where the old roll should be. If there's a full roll in the first side, it wont slide over. So, once you've slid the door over and started using the spare roll, the janitorial people know it's time to replace the full roll. Well, this morning I noticed that they put the full roll over so the door goes back to block the spare. What I thought was strange was that they left a half-used roll in the spare side. I thought it would make more sense to put the fresh roll in the spare side and put the half-used roll in the "normal" side. Now, these are not your household rolls of TP, they're HUGE, like 3 times the size of what we use at home. It's not like the TP disappears every day, it takes a while. But, if they have a half-used roll as the spare we are more likely to use it up faster. Maybe you all have a little more insight on why they would put the fresh roll on the first side and not move the used roll over there...

Ok reiny, and you were taking the time to think about this
why? And it bothered you all day until you got home tonight
and brought it to the genious minds of the people here at
mylot to tax our brains to figure out the mystery of why
the janitorial staff at your office building phucked up
the toilet paper roll by putting it on the wrong side of the
door! Whew! I wonder? Do you think they were being funny?
Or maybe they were having a bad day? Or maybe someone was new
and didn't know the proper procedure of putting the new roll
into the right side of the slide door? All I know is that I'm
about as loony as you for taking the time to respond to your
discussion about the mystery of the wrong sided of the door
toilet paper roll goof up! And I love you for it! lol You
are just so funny! And you are an accountant? Just doesn't
seem to fit!

Actually, I don't know that they do it wrong, but that it just seems odd the way they do it...
Hey, who says accountants aren't allowed to be funny? I was actually mentored by a VERY humorous accountant! She was a blast :) - still is, even though I work for her husband now....

All discussions about toilet paper somehow make me think of the old 'mad about you' episode where the wife walked out with the roll and the spindle and 'viola' showed how easy it is to refill! Don't know why exactly, but that really struck me as funny! Maybe cuz it's so true to life,lol!

Probably a case of thriftiness or laziness. Either they are trying to avoid having to put out so many new rolls and figured no one would notice it's a half used roll in the spare side or they just were too lazy to switch them...I'd bet it was the second reason...they just didn't feel like messing with it.
