I also didn't have a verified phone account until today when I was prompted to add a phone number. So, there are jobs that you can post without a verified account and that won't be ghosted. My suggestion is to keep on posting the ads unless everyone is being rejected.
I also remember seeing free online voice mail services. I wonder if this would work?
