Is "The Punisher: Warzone" more of a sequel or reboot? Is it good?

Has anyone watched it yet? I've heard from different sources its a sequel, a reboot, both, etc. I don't see why the 2004 film would need to be rebooted though, it was perfect especially when compared to the Dolph Lundgren version.
