Paypal Fees Not Charged To Every Paypal User?  |

Hi, since eBay owns Paypal, I thought it was suitable to post the topic here.
I and some of my family members have been using Paypal for over 3 years and whenever we receive money, Paypal always charges us Paypal Fees. (Usually 3% of the earnings).
My friend lives in the Phillipines and she goes on a different pay forum to myLot. She has never been charged Paypal fees ever since she has been a Paypal member. She received her 2nd collection yesterday and under the Paypal fees, it said $0.00.
How is this so? I thought everyone is charged Paypal fees as payment for using Paypal's free service. Am I wrong? It appears so.

1. sixclix (448) | 1 year ago | I think it depends upon your paypal subscription/membership. Platinum members are charged fees for payment received but basic members aren't. Not so sure though.
Platinum members enjoy more service thus are charged more as well.

| babylove1983 (86) | 1 year ago | I agree. My husband is a premier member and it charges him some percentage whenever we sell an item on ebay. My paypal account is not upgraded and still under personal account and i get no charge.

sixclix (448) | 1 year ago | I think having a premier membership is only necessary if you want to sell on ebay. If you just want to buy, a basic account will do.

| RebsHart (48) | 1 year ago | Yes if you sell on ebay you have to use premier because you have to accept credit cards through paypal... ebay rule... back in the day it was your choice to offer basic paypal payments and if someone asked to pay by credit card you could refuse but ebay put a stop to that as it was too confusing to the customer.

"Signing up for a PayPal account is free and there's no charge to send money. PayPal's low transaction fees are applied when Premier and Business account holders receive money."
(This appears to imply that receiving money in a Personal account is free and I believe that is correct - I don't seem to be charged when I receive money or when I pay.)
There is also a charge for transferring from one currency to another which applies to all accounts. In my GBP/USD transactions, though, this is not shown as a charge but as a slightly less favourable exchange rate (when I compare it with the bank's). It's possible that the accounting system in other countries works slightly differently. This might account for the situation quoted where both accounts were charged.
Your discussion (and the replies you have had) has made me wonder what advantage there might be in having two accounts - a Personal and a Premier account. If one is receiving small amounts of money, as one might with many of these low payout PTC schemes, it would seem to be worth having a Personal account for these and to transfer the earnings, if necessary, when they accumulate to a reasonable amount.
