How to make ourself,a customised greeting card?

I want to mix 2,3 photos into one,and add some text message on it,to make a customized greeting card for the New Year.How can I do it? Do I need any special software?Thank you in advance.

I think Photoshop is ok.

Yes, photoshop is a good tool to make it, flash is also a good tool.
