The episode was confusing to say the least, First it showed Starbuck finding her own dead body, so that would make her a Cylon. Then at the end, Tigh remembers a previous life, 2000 years ago and Ellen was with him and said, we will be reborn again, OK, so now Ellen's a Cylon. I don't think there is a final Cylon because how can Ellen and Starbuck both be the 12th and Final Cylon?
Personally, I think they are all Cylons, at this point.
