10,000 pounds appropriated to encourage teaching in less advanced schools

A new program is recently announced by the british gov that 10,000 pounds will be appropriated to encourage teaching in less advanced schools. As an attempt to help fill in the gap in terms of knowledge and skills between children from families of different wealth status, the momey will be used for additional 6000 posts in 500 schools.
Education is always the key to remove poverty. It is the same case in china. The issue is being talked about a lot, and measures taken to assure country children have education. But a lot is to be done to achieve equality in teaching facility and quality. Hope budget be increased at all levels.

I just wonder if 10,000 pounds will be sufficient to attract enough teachers. Anyway, it is just my assumption.
As for the case in China, I believe a sound supervision mechanism in the educational system should always come ahead of the increase of education budgets, because I suspect a part of the budgets will go directly into the pocket of those educational beauracrats. If the leak is not filled, no matter how much increase there will be, the average students from the rural areas will still be rejected to a better education.

This amount is just to start with, and for the moment in schools within England. And the subsidy is said to be shared by the government and the local schools.
