If I change the name on a utility, does that change the contract?

I am renting and paying utilities. So I was going to put it in my own name. The owner is opted in to NOPEC and I do not want to participate. Will my changing the name on the utility also change this? Will she be penalized for cancelling? Do I need to sign a new contract with my new name?
