what is wheat germ?

i have had this affinity for a taste i can't pinpoint until the time i bought tortilla, heated it and tated it. i rediscovered that taste again and when i looked at the ingredients i found out the wheat germ. what i'm interested in is why is it called a wheat germ? and what makes it taste so good?
