Why don't most people think before they act?  

Well, such people just act spontaneously and these are the type of people who do not treasure or appreciate their own life including lives of others. They are just too self-centered and cared about their well-being and the way they want to do things their way.

When a person is under the influence of a drug, including alcohol, they are the most stupid of humanity. They have no grasp of reality. Back when I was an active alcoholic a friend drove us around, saying that she was a better driver when she was drunk than sober.

I took that as that, being drunk myself. That is what drugs do when you use them in excess. It is not a matter of thinking. It is the insane delusion that even though you have a history of not being in control, after a few drinks you are, and you go out and kill people.

So here in the US we take licenses away, but they still get drunk and drive with suspended licenses. Such delusional people need to be behind bars - (not the kind that serve martinis ...) or in hospitals - not on public streets.
