The problem with growing nothing but ornamental plants is that they mostly don't do anything else than to beautify the place and well play a role in the ecosystem stuffs! Herbs however are beneficial because they can be used as remedies for simple ailments and that would be cheaper than buying the ready-made ones in the pharmacy.
