Would you boycott a site that allows it's advertisers to scam people?

Ok so I belong to a certain online program. Awhile back I noticed that one of the advertisers ( a scammer ) was advertising their site on this program. I had personally been scammed by this advertiser so I contacted the Admin of the program provided a detailed explanation as to my feelings about the scammer along with picture proof and several links from other people stating they were also scammed by said advertiser. The Admin replied to me with " Thank you for the information we will look into it " Well then I didn't see the advertisement for a few weeks but about 2 or 3 weeks later the Admin was allowing this person to advertise again on their program. Now in my opinion this Admin now knows that this is a proven scam has been provided legitimate picture proof along with a couple hundred people stating they were also scammed by said advertiser so as far as I am concerned this Admin is just as guilty for allowing them to advertise via his/her site knowing it's a scam. So my question is would you boycott/stop using and promoting a certain program that knowingly allowed promotion of scams?
