I really like to draw ever since I was in grade school and even up to now, though I don't find much time to watch cartoons or even read comic books, mostly manga. I can draw but, I still think that I need to practice more.
If you really want to draw but you could not afford those expensive books that teach you to draw in different styles, you can look at online tutorials. I would recommend you to go to deviantart.com for that since alot of artists there would also provide their own tutorials in different kinds of styles that you can choose from
I mostly go there for tips that other artists would generously give to anyone who would like to improve their own skills as well as those who had just started to like to draw.
When your at the site, just search for a tutorial that you want and you get lots of results to choose from (^_^ )

I recommend practicing with realism. You'll find that it's richer in detail and expressive power and can be translated into cartoon characters. I'd recommend getting a broad range of styles within, realism, surrealism, and comic/cartoon. I started with comics and cartoons and what helped the most was practicing with different artist styles, finding how the physical features in cartoons mirror those in realism, and practice. That's one that I cannot stress enough. If you want to get better you need to practice, practice, practice. And if there's one things I can pretty much guarantee you, it's that all those cartoons/comics that you see, admire, and aspire to; the people drawing them almost always can draw both those cartoons and realism and that they draw inspiration from realism all the time. I am learning too, so due to that I am not able to teach. But I can tell you what I am doing.
I bought a few books on the subject I love the most, that is Fantasy. I also have some comic books full with super heroes as well. The books are most for getting knowledge on how to go right about drawing.
However, books can be very expensive, though. Specially, If you are not in your own country. Unless if you can speak the local language. Unfortunately, all my books were so expensive as I have to get them all in English because I am leaving in Thailand. If I could read Thai it would be perfect as I would be able to get my books at local prices.
Any way, I try to draw almost every thing and for that you do not need books. All you need is a pencil an eraser and a few sheet of papers. ;)
Also try to pay attention on the people you most admire for their drawings. Not to copy them but to get inspired.
