The law does not protect the buyer while buying House

Hello All, I have worked in the property development industry and have studied property development in various countries. Most countries have good regulatory authority and ensure the money paid by the buyer sits in an escrow a/c and is released to the developer only on proof of completion of milestones. This way a developer is prevented from using collections from one project for other development. Also in places like Malaysia 2.5% of the selling price is kept as retention by the regulatory authority and is released 18 months after handover of the property. This safeguards against poor construction.
