People's park in tagaytay...neglected?

I have been in tagaytay with my bf last july 2 and i was so excited to visit some park that was known there such as peoples park, picnic groove, tagaytay .. but i was slightly disappointed when we reached the people's park because everything there was full of rust, old and rotten, although the place was clean but the construction is not in bad condition now. It needs some renovation already. Have you been to peoples park before? Was it the same with what i have seen?
