To be honest, I don't know exactly how it works but if we'll gonna put it in the most basic human knowledge, everyone can assume that it was brought up by this thing called signal(s). It's like transferring data (video, sound, pictures, etc.) with the help of air waves (or whatever you want to call it) transmitted by a certain device.

There are certain cellphones with built-in cards that connect to the Internet if you click on them. Usually, the Internet bill's charged to your SIM Card or some sort. Those phones have automatically-installed Internet browsers for mobile phones. Surfing the net through phones depend on the phone's model.

A cell phone that is gprs enabled can connect to the internet if you service provider provides this feature. Am using my phone gprs to connect and surf the net since middle of last year. You can even use your phone as a modem and connect your laptop to the internet.
