What Makes Something A Sin According To Christian Belief?

My understanding is that you commit a sin when you knowingly do something wrong but not care about it.
Everyone knows murder is wrong, so if you choose to take someone's life and not care about it then that is a sin.
However, someone who is of low IQ and is mentally retarded might not understand the severity of their actions and if they take a life, is it still a sin if they truly do not understand what they are doing?
