Whose fault to hold a Teacher Appreciation Banquet in the kindergarten?

Teacher Appreciation Banquet is the past was not a banquet, just simply treat teachers to have a meal with sincerely thankful feelings, but without any comparison and showing off. It's a nature expression.
However nowadays, Teacher Appreciation Banquet becomes a popular parctice, graduates in senior high schools, Universities, and elementary schools, even kindergartens that they all hold a banquet.
According to the report, in elementary schools' graduation, parents only treat teachers in a higher-level-restaurant. and the cheaper ones still cost 400-500 dollars. The minimum price for a high-level-restaurant is over 800 dollars, even 2000, or 3000 per table. Even more, no highest prices limited for some restaurant that list superlative recipe, etc. like sea-ear this kind of slap-upfood in the meau.
Is it necessary to hold Teacher appreciation Banquet greatly in kindergartens from so young age? Whose fault to make such the situation?

Especially in this economy I think it is far too much. Check and see how many students do not have a meal at not and eat all meals at school! No reason to spend more money on a banquet that is not needed.
