When can the killers on the road give us a sense of security?

At 8 o'clock on the night of June 30th, a Buick ATV from Nianjing City knocked down 9 people in Jiangning, and damaged 6 cars by the road. Five of victims died including one pregnant woman, the rest fours are being rescued in the hosptial. It has been confirmed that the driver was driving under the influence of alcohol. After the traffic accident with 9 people engaged, the conviction of driver zhang Mingbao has aroused controversy in the law cricle. some believe that Zhang committed the crime of hit and run, for which he has to be imprisoned as ling as 15 years; other say that the crime will be considered threatening the public security and he should be put into life-long imprisonment or imposed death penalty; some even regard that the crime is voluntary slaughter, for which he should be capitalized. Due to too much controversy, the judicial institution hasn't settled down his wrong deed. As a common people, what do you think about his crime? Reckless drivers should be punished heavily. No matter whatever the motivation or cause. Because, it is very dangerous to other road users. Unfortunately, the police are often too late in anticipating.
