Deletion of Accounts in Mylot.

Can anybody let me know, why somebody's account is deleted in Mylot. I know about the rules and regulations, but what I would like to know is when and why the account is deleted. I have just read about some accounts being suspended, what is this ? Deletion I understand is removal for ever, does suspension means one can come back and post after some time? Can somebody give a correct information.
