What Do You Think Happened Here?

Just got to read about how a family actually lost their son to the H1N1 virus, in Bangkok, Thailand and I just couldn't help feeling all sorts here.
It was disclosed that the man was admitted to a private hospital in the Bang Na district with flu like symptoms and after being given an injection was asked to return home.
But on the next day, his condition did not improve and a fever broke out. When he was rushed back, the hospital recommended that he be transferred to another private hospital, for better treatment.
I do not know what went on at the second hospital but despite being there for 4 days, his condition did not improve. Infact, it got much more severe, whilst family members were trying desperately to have him transferred to a third hospital, it just did not happen. The second hospital merely declared that they did not have a response from them despite all medical records of this patient had been sent earlier at the request of the family members.
It was further disclosed that the new hospital declared a 3 million Thai Baht (S$127,200) for medical fees. The patient's sister actually had to sell of the familys houses and cars to raise the money. But, all was in vain, not only was the patient unable to transfer to the new hospital for better treatment, he succumbed to his condition and died.
I am just reeling with disgust and shock here and with questions that I just do not think will have any reasonable answers.
To the health authorities and the 3 hospitals, didn't they know that that their patient in question might have been inflicted with the H1N1 Swine Flu Virus? How could they be so negligent and ignorant when there is a pandemic outbreak? Why wasn't the patient treated with suspicion of the H1N1 Virus? Why was there a delay in diagnosis, transfer and most importantly treatment? Private hospitals in Thailand are known to be better than the public ones. Yet, I cannot believe that there is so much gross negligence here.
I feel that all the 3 hospitals are equally responsible for gross negligence in their duties as a medical health caretaker and that they should be taken to task. What do you think? Do you agree with me that they are guilty to the core? If they are, what punishment is appropriate for them? I feel that those responsible should be fined an amount no less from the medical fee that they so had the cheek to ask and never be allowed to practice again. I even feel that a jail sentence should be included here.

H1N1(A) is currently the killing virus that has cause this year pandemic. Only in July 2009, that WHO issued a statement that named this virus H1N1/09 virus. Which means, this virus was a new found ones compare to the other type of similar virus around.
I think this matter has been affecting lots of us, and it sounded more and more scary from the initial start.. All this was being erupted much earlier, however no one do really care for it till later. I have known some people who don't even bother to stay home during the quarantine, and therefore affected others.
And from what I understand, this virus is not spreadable via air bone, but more on contacts, therefore washing our hands effectively is one of the best solution to avoid being contacted. Also, this virus seems to attack silently without a sign, since it's very similar to flu bug.
I hope now the hospitals, health authority have awake from the 2003 SARS issue, and get this virus stop spreading once and for all. It's taking more and more lives everyday even in the country I stay.

Sorry, I think I need to clarify that H1N1 virus could be spread airborne.
Recent cases have shown that many a times the inflicted are in compact and crowded places like flight cabins and classrooms.
The latest was where 1 student in China was diagnosed and later 80 more in his dormitory premises were diagnosed with the Influenza A virus.
So, I would advocate avoiding crowded places and hold back travels if possible.
