Have you observed that Google AdSense Program Policies for Traffic sources

Google ads may not be placed on pages receiving traffic from certain sources.For example, publisher may not participate in paid to click programs,send unwanted emails,or display ads as the result of the action of any software application. But when we view ads in paid to click sites then we see many sites having google ads.does their account not suspend. or this is another thing. can anybody having idea about that. Today when I doing trekpay search then I saw a site which has google ads. Please share your views.
