Smart way to give money to junior and senior, do you agree?

Children usually feel free to spend, while our seniors are reluctant to spend. Suppose the total being the same, it is said to be a smart way to give juniors big amount notes to curb their spending, while small changes for seniors to encourage their spending. What do you think?
