You need to purchase a domain first. You can share the domain as well but by doing so you will be linked with the name of the site which gives you the shell. For you independent domain name you have to invest bugs for it.

The second part is for web space. You need to purchase that as well or you can borrow from some well known web space providers.

Prefer: I'll prefer you to purchase the domain and borrow the space and then combine them and share your website with the world.

Domain always points towards some direction and hence you can direct it towards the web space that you get for it. The combination of the two forms a website.
