Hey there! If you're not going to do things that are too heavy on resources, you could actually buy a netbook. A netbook is a small laptop that is optimal for browsing and word processing. They are usually cheaper and more affordable but they come with less computing power. If you want a laptop that packs more punch, you could always pick up a mid-range laptop from Acer, Asus, or HP. Their mid-range laptops perform pretty well, have great designs, and are not too expensive. If you're willing to spend a bit more, I suggest you get a mid-range Toshiba or a Dell.

well for safety concerns it's not really about the computer but the anti virus malware/spyware programs you have installed in it. Don't forget a firewall as well. I also recommend a computer with linux installed if you're worried about safety. There are much fewer viruses out there for linux based systems than windows or macOS systems. It requires some getting used to and more work though so it's not for me.
