Can Anyone Answer A Digital Question?

This question has bothered my ever since television has gone digital. For those of us who use cable, we can get channels two through 13 without a cable box; but channels after 13 need a digital cable box. If everything is digital, why don't we need a digital cable box for channels two through 13? I've asked the cable company, but they just give me some bull about broadbands. Why broadbands for 14 up but not for 13 down, since it's all digital? If anyone can give me a logical answer, I'd appreciate it.

It would seem that channels 2-13 usually are local and are free channels anyway. As its coming through your cable that you pay for that is your basic or free tv every thing beyond that would be what you get for being a subscriber. I could be wrong but thats my guess.

Thank you for responding. You could be right. Whatever the reason, it's very irritating. Because of that cable box, we've lost our picture in picture.
