Civil servant? Maybe you meant government's employees? Well, I am one of them lol. I have been working for the government for 5 years. I think the term "lazy" doesnt fit. They are not lazy, they just don't care! They underestimate everything, including their own boss which is the government. They are not forbidden to make a permission, why not make one? I think it's so much better than not coming to work without telling the office.

whats the different civil servant meaning and government employee? in where office you are working? it`s difference between lazy and doesnt care, and i know the meaning of lazy.i had many bad experience when i had some business in government office especially in the last active day in ramadhan and the first day after idul fitri vacation. what`s your opinion?

Of course they are a two different words, that's why we have a different vocabulary for that word. Servant, in English means a person who works to handle HOUSE HOLD. Employee is a person whose work is usually official. Honestly when first reading your discussion, I thought you were talking about TKI, not PNS. Those are a two different job. I work for Direktorat Jenderal Pajak, and we have a very strict rules compared to PNS from Pemda, for example. We use finger print absention, have to be in office at 7.30-17.00. Coming late, go home early, or not coming to work causing a cut in our insentive. Lazy workers are everywhere, in government institution, private companies or whatever. We can't generalize them all by saying PNS are lazy, private employees are dilligent or something like that. I, as a government's employee hope that the lazy ones that you are talking about would get punished. It's not fair for the dedicated employees. The punishment and reward have to be clear.

Well i think lazy is the right word in here. And civil servant is a right word also. Why, because they not working for the government, but to the civil, to the poeple who pays them ( with taxes ).
Did you c the news today? Most of the civil servant is not there in the office. They not come to the office, and some of them even sign their name in the absent book.
And off course, its not fair for me to judge all the civil servant. I Know some of them whose diligent in their work. Like i said, RULES is not some random word that you write in paper, but it is a law that you have to follow. It is why, the government should make sure that the RULES is apply and its implementation is been inspect regulerly and randomly.

Well the worst part of it is, thought they not come to the office, they have their name sign on the absent. It sign a few day from now, isnt it sad. We paid them with our taxes, but they just wasted our money. Well it happen regulerly but it seem the goverment never do anything that effectively destroy this habbit. it is very sad to me if this is keep up every years.

yes, it`s sad for people who care this country. we hope that our government make a formula to make work efficient for civil servant and give some punish for lazy civil servant and give the gift and rewards for dilligent civil servant.whats your opinion?

I think that's also the main reason they do it: the state pays them and they don't really care unless they are seriously checked and sanctioned. And we all know that doesn't happen to often...

I think they are fully aware that they are paid from tax money, but to feel bad about not serving the people who actually pay them, they must also have a conscience and care about the people. I think they only care about getting paid. As long as they have nothing to lose (getting fined, fired, etc.) nothing will happen.

That's because the chance of being laid off because of their bad habits is small, compared to those engaged in private companies.
This is also because the leaders and managers in that institution itself act the same way, so there are so minimum supervision.The bad habits has been rooted from top management to bottom parts.
Just a quick example, the legislatives are sleeping during the meetings. And they are still being paid for that!!
Governor should be more strict as private companies, otherwise rules will just be rules forever. No wonder some companies under government cannot makes any profit, even loss in their annual balance sheets, even though they have no competitors in that field.

Yes im agree with you. Almost from top to bottom have this kind of attitude, so it is hard to change this. Maybe the only way is to change all of them with new people all at once. But the budget would be high and the uproad it will bring would be great. But the government must do something, or else this kind of habbit will last forever.
