As a beginner, it is good to start with free websites. If you make a search through google or yahoo, there are a lot of free website providers. Try one and learn how you can put your banners into the site. Spend some time to learn how you can use the website design tools that is free. You should start with free websites like Blogger. I recommend you to go to Blogger.com and there you just have to follow some simple steps. It is really easy to do it and to design it, you won't really have any problem

I understand you pain!
The thing is, you need to take your time and do it slowly. I found weebly a great free site to work with, and they have a help section there too. It took me some time to get up and running with them when I did my first website and believe me I am a total computer newbie but took my time and tweaked it until I was happy and voila!
It didn't cost me a penny, just time, that's all.
I would recommend that you have the layout and content you want in mind (preferably typed up on Microsoft Word so you can either copy and paste or upload as a file), figure out what headings you want in your menu/how many pages. Do you want to set up things like google adwords, google analytics (a kind of counter to tell you where your website visitors are coming from, which pages of your website are most popular etc.)In fact I much prefer statcounter than google analytics (both free but more detailed info from statcounter).

Now, these things I mentioned are totally optional, maybe it's best not to worry about them from the outset, if you can get your website up and running first. Those tools are not meant to put you off or lead you astray, just letting you know that you can track the activity on your website to give you an idea of how things are performing.
