You can try to www.elance.com and be the jobs provider. There are tons of freelancer that are advance in programming and some other fields.
There are 2 ways of offering the jobs, either you want to pay hourly rate or per project. I think the one suitable to your assignment is pay per project, and the minimum budget is $50. I'm sure you can hire someone expert with that minimum fee, as there are so many freelancer bidding to get the job.
