Some people live a beg life, present money or food everytime

Dear friends, do you come in China? When you step in the street, there have some beggars hold a bowl live a beg life everyday,they wear a poor clothers, and hair disorder, my friends and I often give the food or money to them, but we can't give them doles everyday. I remembered one day I and my friends ate the chicken legs aside the table at the front of shopping mall, and one beggar came our seat, and we gave the chicken wings to her, but she refused and asked us to give our chicken legs to her, we found that she wears well, but why does she live a beg life?
