Who or what to blame about severe damaged in Metro Manila because of floods.

floods didn't caused by typhoon alone. it is due to the water dam that need to be released before it collapsed which is more dangerous. its been raining more than a months or how many months now in our country. and can you imagine 6 different water dam from Bulacan and other area that need to be released at the same time. of course where will those water goes but through the river banks and nearby lakes, canals and other water irrigation. If you can see those majority hit are those area along rivers and other low land area. and if you can also see how fast those water goes or rushed in just a seconds and minutes. Now who or what to blame, is it the typhoon? or those individual who didn't even bother to think before they released the dam at the same time. But do they have any other choice or luck of communication? I remember the movie and i just forgot the title. Its about a news anchor man and god showed himself to him to build an arc in the big city because there's a big floods coming and people are laughing at them because there's no heavy rain. then all of a sudden when the arc done, the water dam collapsed and it caused floods.

i believed that every can be responsible for the flood. first, the trees that are being cut of by the loggers. second, the relentless mining of our natural resources, allowing this corrupt government to mess around with mother nature. and lastly, the ever undisciplined people who relentless kept throwing trash anywhere which cause the clogged in the drainage
