Disbursement of loans at banks

Hi mylot friends, Once my son applied for a loan from a nationalized bank, I have one or two friends in that bank, after applying the loan they have asked to bring that paper this certificate, collateral security and finally a guarantor, but govt. is announcing our govt is doing this and that for the people, but bank people giving lot of troubles in sanctioning the loans, some times they may reject the loan, that is the fate of common man?
