Well im not really sure, but first of all if you wanna study on other country you must have good grades since probably you would need a scolarship, and universities only gives it to the best students. Then you must analyze where(i mean in which country of europe) would benefit you to study. Another thing dont know if you already know, but you must know what to study(wow too many "knows" in one sentence lol too lazy to change it right now). And you know if you are gonna study in a country of europe you will probably need to know the language that country talks. About the work sorry i dont really know if there are special regulations or anything like that over there on europe. I wish you good luck on everything, take care-
