What state? if that state refers to your country only then that could be a problem, coz each country have their own Law.

You should ask some clues from your professor and check your local library for references, if you can't find it online.

wonder you are crying for help. first I would try to decipher
the topic, once done with that, well you know this is making me dizzy and I thought I was fairly intelligent. I know relevant facts are those that apply to a given thing, and irrelevant facts then would be those that did not apply.So you are asked to show sound application of the facts that do apply and suggest a solution. Then show you alone did the legal research. the bibliography you should know how that is done. If you do not
have a lawyer friend who can help you through the legalese, google this for help. Also you might ask for help from your professor or maybe a prof in the legal studies where you are. wish I knew more about this particular topic. I took one semester of business law a zillion years ago.
