Is the basement of a building is cool place in winter season or hot one?

It is early in the morning. I got up after a night long sleep. I am here in the basement of my home building. I am feeling very cold weather and suffering from cold. Is it good place to pass the winter at basement? I think the basement of a building should not as cool as open air in the winter season, if it is not cool then why I am suffering from cold? what do you think?
