why some sites is restricted to some countries

for some ptc sites my country is not allowed
i don't know why it is. it's makes me notjoined some awesome PTC that i want to join.
can you tell me why it was happened??

i think they only do that on certain sites. mostly because they have a limited amount of users to become members for their sites. i guess its also because some of their pay out systems are a bit different than others in other countries. i am not really too sure though. i could be wrong. but i think those have something to do with it.
